1. PARTICIPANTS
1.1. Age Eligibility
The minimum age for a volleyball athlete is 14 years old, on the first day of the competition at the Deaflympics. The National Deaf Sports Federation shall obtain parental authorisation for all athletes aged 16 and under.
1.2. Number of Teams
Each National Federation may enter one (1) men's team and/or one (1) women's team. Participation in the Deaflympics is limited to a maximum of twelve (12) men's teams and twelve (12) women's teams.
4.3. Competition Rules
The competition will be conducted in accordance with the Rules and Regulations of the FIVB (approved by FIVB Congress 2012 with all “For FIVB World and Official Competitions” provisions enforced).
In case of disagreement in the interpretation of the Rules and Regulations, the English text shall prevail. Unforeseen incidents not covered by the Rules and Regulations shall be dealt with in 4.3.1 and 4.3.2 below:
4.3.1. Cases of a general nature will be resolved in accordance with the Deaflympics Regulations, General Technical Rules – Summer Deaflympics and the technical
regulations herein.
4.3.2. Technical questions related to competition rules shall be resolved according to the FIVB Rules and Regulations.
4.3.3. Only athletes who comply with the Deaflympics Regulations are entitled to take part in the competition.
4.4. Competition Equipment
4.4.1. All equipment used during competition shall comply with the FIVB Rules and Regulations.
4.4.2. The ball brand is Mikasa MVA200.
4.5. Competition Uniform
4.5.1. Each team shall have two sets of uniforms in contrasting colours (one light and the other dark). Team colours and jersey numbers (1 - 20) shall be identified on the Final Entry form.
4.5.2. Each athlete shall wear the same jersey number on front and back of shirt and on front of right leg throughout the competition. Captains shall have their numbers underlined. Refer to equipment rules 4.3.3 and 4.3.4 for stripe measurements.
4.5.3. The two teams playing each other shall wear clearly contrasting colours.
4.6. Draw
There will be no draw for teams participating in the preliminary round. Refer to 4.7.1 for team assignments.
4.7. Competition Plan
The competition plan consists of a preliminary round, quarterfinals, semifinals, and finals. Classification matches to determine 5th through 8th places shall be complusory. There will be a total of 42 matches for men and 42 matches for women.
4.7.1 Preliminary Round
The twelve (12) teams per gender shall be divided into two (2) groups of six (6) teams each using the serpentine method based on the current ICSD Volleyball World Rankings (“WR#”). The format is single round robin, where each team shall play its opponents in its group once.

4.7.2. Quarter-finals
The first four (4) teams in each preliminary group will qualify for the quarterfinals. The top team from Pool A will play the fourth team in Pool B (A1 v B4), while the top team in Pool B will take on the fourth team in Pool A (B1 v A4). The other two quarterfinals (A2 v B2 or B3) and (A3 v B3 or B2) will be determined by a drawing of lots. The timing of the matches will also be determined on conclusion of the drawing of lots.

4.7.3. Semi-finals
The four (4) winners of the quarterfinals will then advance to the semi-finals:

The four (4) losers of the quarterfinals will then advance to the consolation bracket.
LF1: Loser of QF1 v Loser of QF3

4.7.4 Finals
The two (2) losers of the semi-finals shall compete for 3rd (bronze medal) and 4th places.

The two (2) winners of the semi-finals shall compete for 1st (gold medal) and 2nd (silver medal).

4.7.5. Classifications
The two (2) losers of the consolation bracket shall compete for 7th and 8th places. The two (2) winners of the consolation bracket shall compete for 5th and 6th places. Allof the other teams that did not qualify for the quarterfinals will be classified as joint-ninth.
4.7.6 Pool Rankings
The match points earned by each team in each pool shall be a sum of the following points per match:
Match won 3-0; 3-1 3 points
Match won 3-2 2 points
Match lost 2-3 1 point
Match lost 1-3; 0-3 0 point
Match forfeited 0 point (25-0; 25-0; 25-0)
1st Tiebreaker
Number of victories = In case of equality of ranking points gained by two or more teams, they will be classified in descending order by the number of matches won.
2nd Tiebreaker
Set quotient = In the case of equality in the number of matches won by two or several teams, they will be classified in descending order by the quotient resulting from the division of the number of all sets won by the number of all sets lost.
3rd Tiebreaker
Points quotient = If the tie persists as per the set quotient the teams will be classified in descending order by the quotient resulting from the division of all points scored by the total of points lost during all sets.
4th Tiebreaker
If the tie continues as per the point quotient between two teams, the priority will be given to the team, which won the last match between them. When the tie in point quotient is between three or more teams, a new classification of these teams in terms of 1st, 2nd, and 3rd tiebreakers will be made taking into consideration only the matches in which they were opposed to each other.
4.8. Officiating Crew
Allocation of the referees to conduct the matches shall be made by the technical committee. Where possible, referees shall be in possession of an FIVB international referee license valid for 2013. However, referees with national accreditation may be used. An appropriate number of scorers, line judges, ball retrievers, floor sweepers, etc. shall be appointed by the Organising Committee.
4.9. Withdrawal
If a team withdraws after the Deaflympics have begun or is disqualified during the pool matches, the pool must continue without this team or a replacement. The matches played by the team concerned will not be taken into consideration.
5. VENUES
5.1. Competition Venues
The competition will be conducted at Arena Armeetz.
5.1.1. Courts
There will be two (2) courts: Arena Armeetz (1 court) and its adjoining hall (1 court).
5.1.2. Flooring
The competition court surface is Gerflor Taraflex® Sport M Plus.
5.2. Training Venues
The training venues are Arena Armeetz (1 court), its adjoining hall (1 court) and Vasil Simov sports hall (1 court).

NOTE: All teams must bring their own volleyballs for training.
6.3. Technical Meeting
6.3.1. Date and Location
The first Technical Meeting will be held at (time) on (date) July 2013 at (name of venue).
The second Technical Meeting will be held at (time) on (date) August 2013 at (name of venue).
6.3.2. Attendance
Each participating National Association may be represented by two officials, of whom at least one must be deaf and, if necessary, an interpreter.
Each National Federation shall bring two (2) sets of uniforms to the meeting for the ICSD Technical Director’s inspection and approval.
7. CONTROL AND SANCTIONS
7.1 Hearing Devices
The use of any hearing aid(s)/amplification or external cochlear implant parts is strictly forbidden from the restricted zone area.
7.1.1. Restricted Zone Area
The restricted zone area is in effect from the time athletes enter on the volleyball courts during the warm-up and competition period.
7.1.2. Violation and Penalty
When this rule is violated, the offending player shall be disqualified for the remainder of the competition; the offending team shall be subjected to a penalty of $500 and the match result shall stand. If more than one team member in a team sport is found to have committed an audiogram rule violation at any time during the competition, the team may be subject to disqualification and/or other disciplinary action. Refer to Audiogram Regulations, Article 8: Violations and Penalties.
7.2 Medical Control
Refer to General Technical Rules - Summer Deaflympics, Article 4 -CONTROL AND SANCTIONS.
8. PROTESTS
8.1. Procedure for lodging a protest
All sport related protests will be resolved in accordance to the FIVB Rules and Regulations and will be managed by the Protest Committee. Any official protest must be submitted in writing in English on the Official Deaflympics Protest Form. The form must be given to the ICSD Technical Director with USD $50 within 60 minutes after official posted results.
8.1.1. The ICSD Technical Director will decide whether the protest is sporting related or eligibility related. The Protest Committee will review all sport related protests, and the ICSD Representative will review all eligibility protests. The deposit of USD $50 will be returned to the appellant only if the protest is considered valid.
8.2. Procedures for reviewing a protest
The Protest Committee will meet in the Technical Director’s office atArena Armeetz at a time decided upon by the ICSD Technical Director.
The ICSD Technical Director will be the chairperson of the Protest Committee.
The Sports Liaison Officer (SLO) will be responsible to book the meeting room and interpreters.
The Sports Liaison Officer (SLO) will contact all members of the Protest Committee to inform them of the meeting time and location.
The ICSD Technical Director will be responsible for liaising with the State Sports Association's Competition Manager.
The Sports Liaison Officer (SLO) will be responsible for informing Deaflympics Headquarters and the ICSD Technical Director will be responsible for informing ICSD Executive Committee about the protest and also the outcome of the protest.
